There are nine provinces and two territories involved in the PNP, Saskatchewan being one of them.

The Prairie province of Saskatchewan can be found in Western Canada. Agriculture and natural resource industries, such as forestry and fishing, constitute the majority of the province’s economy. The region also plays an important role in the production and supply of agricultural products needed by some of the world’s fastest-growing economies.

The Saskatchewan Immigrant Nominee Program (SINP) provides pathways for immigration to Canada. Saskatchewan offers permanent residency opportunities to non-Canadians who wish to settle in the province through the SINP.

Under the SINP, there are two very active streams of nominations that do not require job offers. The first is the Saskatchewan Express Entry-linked stream, which does, however, require one to have an active profile in the federal Express Entry system in order to apply.

In the express entry subcategory, the PNP is enhanced, which means it connects to the federal Express Entry system. The province of Saskatchewan offers an additional 600 points to Express Entry candidates who receive a nomination from the province. This award effectively guarantees them a chance to apply for Canadian permanent residence.

Candidates who are interested in applying for a provincial nomination under this stream must create an Express Entry profile and express their interest in settling in Saskatchewan.

The second is the Saskatchewan Occupation In-Demand stream, which does not require one to have an Express Entry profile. This stream is designed to attract skilled workers to fill labour market gaps. Applicants must possess at least one year of work experience in one of the positions on Saskatchewan’s Occupations In-Demand list.

International Skilled Worker: Express Entry Requirements

Candidates who do not have a job offer in Saskatchewan but have experience in an in-demand occupation should apply here.  Specifically, candidates must meet these requirements:

  • score a minimum of 60 points out of 110 on the SINP point assessment grid;
  • have an Express Entry Profile Number and Job Seeker Validation Code;
  • meet Express Entry language requirements and can provide test results;
  • have a minimum level of work experience related to their field of education or training in a skilled occupation (NOC 0, A, or B) that is considered to be in-demand in Saskatchewan;
  • have post-secondary school or training that is equivalent to at least one year of Canadian education;
  • have sufficient funds to cover settlement costs in Saskatchewan.

International Skilled Worker: Occupation In-Demand Requirements

Applicants in this sub-category do not have an offer of employment in Saskatchewan, but they are highly qualified in an occupation in demand. Candidates must meet the following requirements:

  • score a minimum of 60 points out of 110 on the SINP point assessment grid;
  • live outside of Canada or have proof of legal status in Canada;
  • not be a refugee claimant;
  • have a language score of at least 4 according to Canadian Language Benchmark (CLB);
  • completed post-secondary education, training, or apprenticeship and have an equivalent foreign education credential;
  • have work experience that is related to occupation and education;
  • must have a minimum level of work experience related to their field of education or training in a skilled occupation (NOC 0, A, or B) that is in-demand in Saskatchewan at the time of application;
  • have sufficient funds to cover settlement costs in Saskatchewan.

A bill has been proposed in Ontario to help immigrants who have been trained abroad find work. The new law would remove the single biggest barrier Canadian immigrants face in finding work that matches their qualifications. If the legislation is passed, this will be the first time such changes have been made in Canada.

That is, the need for Canadian work experience to get professional registration and licensing. The change applies to certain non-health-regulated professions such as engineers, architects, plumbers, electricians, accountants, hairstylists, teachers, and early childhood educators.

 if passed, the media release, says the law will;

  • Eliminate Canadian work experience requirements for professional registration and licensing unless an exemption is granted based on a demonstrated public health and safety risk. These requirements may create situations where workers are unable to obtain Canadian work experience because they don’t have it. This is often cited as the number one barrier Canadian immigrants face in obtaining a job that matches their level of qualification.
  • Reduce burdensome duplication for official language proficiency testing, so people would not have to complete multiple tests for purposes of immigration and professional licencing.
  • Allow applicants to register faster in their regulated professions when there are emergencies (such as a pandemic) that create an urgent need for certain professions or trades.
  • Ensure the licensing process is completed in a timely manner to help internationally-trained immigrants start working in careers that match their skillset.

A number of pathways for immigration to Canada are available through the Saskatchewan Immigrant Nominee Program (SINP). If you wish to live and work in Saskatchewan, Canada, you may qualify for two immigration pathways without a job offer.

The Saskatchewan Immigrant Nominee Program (SINP) is among a number of Provincial Nominee Programs (PNP) available to international applicants without a job offer.

Canada’s most popular immigration route is the Express Entry system, but there is another equally promising option, the Provincial Nominee Program (PNP).

Express Entry is based on a Comprehensive Ranking System (CRS) in which points are accumulated based on human capital factors. While in most cases Express Entry candidates do not require a job offer, having one will result in a much higher number of points, and therefore a better chance of being invited to apply for permanent residence in Canada.

Canada’s PNP, on the other hand, was designed to ensure an even distribution of immigration benefits. Each year, participating provinces and territories are able to nominate a certain number of economic immigrants for permanent residence. Provincial nomination policies differ from one province to another, with each province determining its own nomination requirements.

In order to immigrate to Canada through a PNP, you must first be nominated by the province or territory.
